On July 7, the West Chicago City Council launched a strategic and community-driven leadership transition—one that reflects a growing consensus: it’s time for West Chicago to take bold steps forward. This is more than a routine shift in roles; it’s a chance to reflect, reset, and realign City priorities with the needs and aspirations of its residents. After years of incremental change, the City is embracing a renewed commitment to transparency, responsiveness, and meaningful progress.
As part of this transition, Michael Guttman has stepped away from the City Administrator role and will serve in a remote, advisory capacity through January. The City appreciates his years of service as well as his continued support and institutional knowledge during this period of change.
Mayor Bovey emphasized the importance of this turning point, stating: “Local government exists to serve its people—and we take that responsibility

seriously. This transition is an opportunity to step back, listen carefully, and make sure our direction reflects what our residents expect and deserve. It’s also a moment to strengthen our partnerships—with businesses, community organizations, and everyone who wants to see West Chicago thrive.”
On July 21, the City Council unanimously approved employment agreements that finalized the Mayor’s reappointment of Colin Fleury as Police Chief and the appointment of Tia Messino as Interim City Administrator. Messino brings familiarity with City operations and a collaborative leadership approach. She is expected to serve in this role for up to six months.
“I’m honored to serve in this role and support our talented team as we work together to build what’s next for West Chicago,” said Messino. “This is an opportunity for all of us—residents, staff, and leadership—to help shape a City government that reflects our shared goals and delivers on what matters most to the community.”
To guide the search for a permanent City Administrator, the City has partnered with MGT Impact Solutions, LLC (MGT), a nationally recognized executive recruitment firm with a proven record in local government. The City Council selected MGT based on its experience, capacity, and demonstrated success in helping communities identify leaders who reflect their goals and priorities.
MGT’s inclusive recruitment process will begin with robust stakeholder engagement—including surveys and interviews with staff, elected officials, and community members. Insights will help shape a candidate profile and recruitment brochure, aligned with the City’s values. Finalists will be selected through a national search and a multi-stage vetting process, with a new Administrator expected to be in place within six months.
This transition is more than a change in leadership—it represents a broader commitment to realigning the City’s strategies and services with the voices of its residents. For staff, it is an opportunity to help shape a forward-looking leadership culture rooted in innovation, accountability, and collaboration.
