WORK BEGINS TO RE-AUTHORIZE FEDERAL SURFACE TRANSPORTATION LAW




The House Transportation and Infrastructure Committee marks up the surface transportation bill this week—the first major legislative move to meet a September 30, 2026, funding deadline.

Why it matters: Roads, bridges, ports, and rail are part of the key operating system for U.S. commerce.

  • Eighty percent of active surface transportation construction projects are federally funded. If Congress misses the deadline, "states aren't going to have the dollars to finish the infrastructure projects that are already active, and they're not going to be able to plan for their infrastructure investments in the future," said Rodney Davis, Head of Government Affairs at the U.S. Chamber.
  • "You can't have manufacturing come online without roads and the networks that allow workers to go to those sites," said John Drake,  Vice President for Transportation, Infrastructure, and Supply Chain Policy at the U.S. Chamber.

 

By the numbers: The impacts of infrastructure investment are measurable for communities across the country.

  • The Port of Long Beach moves nearly one-in-five containers passing through all U.S. ports. It has a $3.2 billion plan to double cargo capacity, but federal investment is essential to make it happen.
  • Spartanburg, SC, anchored by an inland port connecting highways, rail, and the Port of Charleston, attracted $3.5 billion in investment and 1,000+ jobs last year.

 The U.S. Chamber's Keep America Moving initiative is making the case for a modern, reliable transportation network. One way is by convening meetings of members of Congress and local business leaders on the importance of investments in roads, bridges, ports, and rail for their businesses and communities.
